Fred Peratt

Fred Peratt is well known in the green industry for his dedication to innovation, teamwork, and the highest standards of quality and workmanship. He was recently named Education Advisory Council Chair for the National Association of Landscape Professionals.

After graduating from the University of Arkansas he managed commercial properties for Sequoia Management, and then held a series of positions with Chapel Valley Landscape Company, Scapes, and Spring Gardens before co-founding Environmental Enhancements, Inc.

Fred is thoroughly involved in all aspects of the business, but his true passion is finding and mentoring team members that share his passion for personalized service.

He lives in Leesburg, Virginia with his wife Diane and son, Shaun.









Kyle Thurman

Planning and Marketing Director

After graduating from the Memphis College of Art, Kyle worked for an advertising agency learning the creative side of marketing and business development. Those years provided the foundation for further studies in Landscape Design and Sustainability at George Washington University, where he earned a masters degree.

His responsibilities as Planning and Marketing Director include strategic planning and problem-solving for commercial landscape clients and HOA’s (homeowner associations) on all aspects of landscape planning, management, and enhancement.

In his spare time, Kyle is a beekeeper and plant propagator, and a collector of unique ferns and cacti. When he’s not tending to those communities, he’s probably involved with the renovation of his 1870’s farmhouse.

He lives in Harpers Ferry, WV


David Arze








David Arze

IPM Enhancement Director

Like many of us here at Environmental Enhancements, our IPM Enhancement Director David Arze was on a path at an early age for a career in the landscaping industry.

Before earning his degree in economics at the Bolivian Catholic University, he studied topography when he was 16 years old at the military institute. At age 25 he made the decision to move to the United States from his home country of Bolivia. We are pleased he chose to settle in the DC Metro area where he worked for other industry leading landscape companies before joining our team 5 years ago.

David loves technology and has a knack for finding new ways to use it productively. And he is patient in teaching our field teams to do the same so that we can better monitor your properties.

In addition to his work David enjoys playing soccer and practicing Tae Kwon Do. He is married with a daughter already attending college and a son in his last year of elementary school.









Josh Hansen

Irrigation Director

Josh Hanson developed an appreciation for the environment at an early age. Cutting firewood and tapping Sugar Maple trees with his father in rural upstate New York led him to earn his Ornamental Horticulture degree from SUNY Cobleskill, one the top programs of its kind in the country.

Internships that followed in Maryland and Connecticut would shape his interest in irrigation specifically as well as his appreciation for the Washington, DC metropolitan area. Accredited by the Irrigation Association, Josh is excited to bring his expertise and science-backed solutions to the properties we manage.

He has 15 years of experience working with leading irrigation companies in the DC Metro area. And he has a strong desire to influence the industry’s use of smart controllers and other technology that is quickly becoming the standard for water conservation and cost control.

In his personal time, Josh enjoys carpentry, golf, and hunting with his golden retriever Remington. More important these days is that Josh and his wife Faith recently welcomed new baby boy Gabriel to their Gainesville, VA home.








Brett M Kesteven

Maintenance Production Manager

Certified Professional Horticulturist

Brett Kesteven started his professional career over 25 years ago in the industry that he enjoys working to this day.

That journey started with a High School horticulture class that led to working for a small landscaping firm after graduation. Brett quickly realized that advance and make a career in this industry he would require more specialized education and training.

Combined with the completion of community college courses in areas from landscape design to ornamental horticulture and construction, his ongoing experience led to achieving credentials as a Certified Landscape Technician (CLT) and a Certified Professional Horticulturist (CPH).

Brett is proud to have worked with people at every level in the landscape industry, but today is interested in furthering his growth working with landscape management customers.

He resides in the DC Metro Area with his two best friends, Carmen and their beloved dog Bailey.

Carmen Palacios

Human Resources and Office Manager
Certified CPR/First Aid/AED Instructor

Carmen came to Environmental Enhancements after many years working in the landscaping industry, predominantly in Human Resources. She is bilingual in English and Spanish and enjoys serving as a trainer and liaison for our diverse workforce.

Originally from Bolivia, Carmen worked in Immigration Law after emigrating the United States. However, she considers herself a landscaper at heart due to her love for working with people that share her passion for the natural environment.

Carmen’s family motto is: Be proud of who you are; take pride in what you do and always do the best you can and a little bit more while enjoying every minute of it. That little bit more includes working at the Loudoun Homeless Emergency Center in Leesburg in her free time.

Carmen Palacios is also a Certified CPR/First Aid/AED Instructor that takes a special interest in safety awareness. She thrives in her current blended role of human resources and office management because she loves people and cares about their well-being.

On a personal level, Carmen became a US citizen in 1996 and has two grown children, Brian and Erika. She enjoys spending as much time as possible with them and her grandson Aedan.
